I have a working mention bot but the point is that its useless unless you have a verified account because those accounts don't have a comment limit. The bot itself is not hard to make. The hardest thing is to get a verified account

This is correct. Unless you are verified you are not going to be posting unlimited comments with unlimited mentions. Bots can do it, but the limitation comes from your account. So do not think you can buy a bot and post 100k mentions per day (unless you are blue ticked verified)
