Google is not indexing even manual tier 1 then what about spun content for tier 2,3. All over?

How long you have been waiting? Where do you get your tier 1 from? If its not being indexed it must be hosted on questionable quality site.

Recently, there has been an update on the quality of the content. You have to be patient now. Try to optimize your pages in the best way from tier1. 2500 minimum character articles, divided into subtitles. Add photos, comments, ratings, etc. Try to use indexing software or ADD URL google function.

I think you mean 2500 words

Tier 1 is bit ok. What about tier 2 & 3? If google not index tier 2,3 then link juice will flow???

What properties are you using, cause my tier 1 is having no issues indexing. Maybe look at what you're doing.
It does take some time now a days.

The least is 750-1000 words. The more the better.
I have money site content at 150 words, Google indexes it: it is all niche and properry dependent.
I have web2s with a mix of content ranging from 750 to 200 words, again, it gets indexed if you build some decent tier2, like I use cheap PBNs and other web2s.

And yes, I use a lot of spun content at tier 1-2 depending upon how legit I need the $ite to seem.

i am just telling, my tier 1 also indexed pretty fast but not all like before. My question is about spun content and tier 2,3 . how to index them?

gsa stuff doesnt index on its own, and tbh you dont want it to index

Indexing is taking longer and longer now, it can take up to 6 weeks to see a link indexed. And yes, quality content is what it's all about now. You are wasting your time with spun content.

All tiers, from 2 all the way down, should be high authority backlinks on niche relevant sites with QUALITY content.
