How to split the link building budget for travel website?

I need to get very quick results for our website (carngo)
We are using web 2.0 tactic, comments, other people PBNs.
What other safe tactics do you recommend to use?
How aggressive can it be to do not get a penalty from google? How many ref. domains you recommend to get each month?
Any ideas?

What does it mean?
If we have 500 ref. domains and get another 500 in 2 months? Is it risky?

What % of growth is safe from month to month in ref.domains?
 
When it comes to building backlinks, you have to be a bit patient. Don't rush, else google will ban your website. Check your competitor's referring domains and analyze how many backlinks his website has. You just need to beat those numbers. But go for high authority websites.
 
very quickly you can only get kicked out of google's search results, other than that things are going to go slow, especially in such competitive niche.

You approach seems all wrong, circa 2012. You web 2.0 and blog comments are useless, likely your PBNs will get deindexed very soon. These tactics dont' work anymore and will likely get you Google penalties. Go the whitehat route, get quality backlinks from high authority sites in your niche.
