How can I index my backlink to google? Google Submit URL not working. I had used google submit url and mobile friendly test to index my backlink. Now the time google does not index any link. Can anyone tell me another free or paid method?

So many ways to get a link indexed. If you want immediate, and has a budget for that, then go for an instant link indexing service - it can get a link indexed within 8-24 hours time.
Or you can try using a link indexing software - similar result - within 8-48 hours time and your link will be indexed.
But personally, I recommend building contextual links to your link, and this method last longer as your post will stick longer on the search engine instead through the backlink and you will have additional link juice flowing to your site.

i woudlnt use indexing tools on anything that is not below tier 3 (so you dont get phucked like when you index your whole tier 1 with indexer)

You can use a free or paid tool for indexing links and if you want that part done by google then it will take some time.
