Hey guys I hope so someone can help me with this. I need an email list of all restaurants in certain cities, I can possible get the names of these restaurants as well. I am not sure if there is a place to get them or a way to scrape them but any ideas or help would be appreciated.

If you want a quick fix solution, then look out for Trade showcase websites like India mart or Trade India for B2B customer base. There are various companies that claims to provide genuine database, however from my experience, tit turns out to be a randomly created email database with high possibility of bounce emails.
Ask your sales/ market research team to create one for you. In order to do that, they would make cold calls also. This can be a win win situation for any business.
