Strategy to cleanse a scraped email list

I scraped a geo-targeted email list with first names (150,000 emails), and looking to purify it a few times before mentioning my brick-and-mortar business or using any real business-related domain names that may get blacklisted.

For example (100% fictional): a new pizza business in shanghai, and a scraped email list of 150,000 shanghai university students, people that follow shanghai restaurants, shanghai celebrities, etc.


Are there any recommended strategies? Maybe I'm overthinking things, but heres my thought process

1. Use an email service (any recommendations?) and fire off an email blast with a link to an opt-in webpage with a coupon to a related GENERIC offer not using my business name (something generic like: Do you love Pizza? Get a FREE slice at the BEST pizza shop in Shanghai now! >>>Email Now to get your slice!)

2. In 1 Month, Remove Opted-in WhiteList / Opted Out / Undeliverable and email blast 2nd time link to an opt-in webpage (can I reuse the old link, or should I use a new URL?)

3. In 1 Month, Remove Opted-in WhiteList / Opted Out / Undeliverable and email blast 3rd time with opt-in link, etc...

4. Send a Direct Coupon with Business Name, From Business Email Address to all the Opt-in-ers, and also use this list to target within Facebook Ads on Opening Day.

I live and operate in a non-eu country, with business interests in a non-eu population, so I'm quite certain the recent EU restrictions don't apply here.


Anyways, any suggestions with this strategy? Apologies for my newbie questions, never played around with cold-emails before.
 
send email : amazon ses, sendinblue, mailijet (but all of service that is offering blast email hate scraped list without optin)

Yes, I've heard accounts can get shut-down very fast if the list is not opt-in. I wonder if there is a way to stay under the radar? ie; only send X amount per hour or per day/week?
 
well, you can send email via your own server...check in the marketplace, there are hosting partner and also freelancer than can install you an optimised server for mass emails
