I am guessing once you pass 100+ karma you can create your own sub-reddit?

Also, once you create your own sub-reddit is it that other Reddit members can report my sub-reddit for some reason or the other leading it to get deleted?

Also, consider I happen to purchase a US Reddit account I need to use it from a US ip only?
