I sell digital goods. Selling gems in-game.
I use completely trash website no privacy policy, tos etc. Just list of product with with very limited ToS in product description.

For the first few transactions, paypal limits my account. They ask for ID and proof of delivery.
I send ID and proof of shipment only screenshots when sending items / gems to buyers. I am completely honest with them and they lift my restrictions. then, my account became an established seller.

Try to solve the limitation problem. Your chances of becoming a well-established seller and not having many problems in the future are very high. If the limitation problem is resolved

The obvious solution is to not use Paypal. If you are an incorporated business get a real merchant account.
