Is 25% good as a fee for purchasing BTC?

I’m about to buy BTC (not much, $400) through a stealth Paypal account.
I found a seller who’s offering to send me $400 in BTC for $500 through Paypal.
Is that a good rate or can I find lower fees?
I don’t want to use an exchange as it’s a stealth account
 
I found one exchanger for 15% on fb.
Do you think looking for a seller through FB groups is a good idea?

Just found a seller there with a good reputation (500+, 96%), but he's asking for an F&F transaction and a chargeback hold period of 3 hours, is that normal?

I remember coinmama was taking 5%
This is a stealth account, not my main one, so I can't send verification docs to coinmama

Yes, its normal. Everyone who does this kind of exchange is risking his paypal account.
 
did try virwox? you can use stealth paypal with virwox. their fees are generally high. but i don't think it would be around 25%.
but you need to have bit older account to make a purchase of around 500$.
try to buy a older account from someone and then purchase BTC on virwox.
or try to find someone with higher purchase limits on virwox

Phuuu the fee :D don't pay more then 8% or 10% (most sellers offer this).
 
So expensive. I'll have some guy in my city which I meet from time time to trade and he only asks 4%. He owns a bitcoin atm, so maybe that's why his fees are so low. Don't know.

Sounds fine. Lots of sellers there ask for several hours. One purchase I made there took 24 hours.
