I want to do backlinks manually, but I don't have data for doing that because I just start SEO for about 3 months.
Does anyone know where's the place I can buy or how to scrape those sites?

How do you know? You can see their RDs through ahrefs? All of them are PBN-based? If so, they are being sloppy.

yeah, I check ahrefs and majestic.
Also, I'm doing local SEO, almost my competitors do that and rank well, I don't know why
Maybe I should buy some expired, auction domains and start growing it?

that site has a pretty poor/spammy link profile. The fact that it purports to have "edu" in its subdomain is a bigger joke. I don't know what use this site would be.
