Use some American VCC and make campaign after some days..and wait for 2-3 business days
you can also consider it another review display

All new accounts are going under same review. Just wait for 3 to 5 days and your ad will start getting impressions. In this period do not touch your ads (keep the same bid , same ad copy and same keywords) it will start working....

It's the new under review.
If you didnt make any changes from past 3 days, and not unlocked, your account will get suspended asap..
It take 24 hours and maximum 48 hours to pass a review without suspension.(except on weekend)

Same happened with 4 of my accounts. Everytime when i try to add new keyword after add approval the ad stops running and starting giving the error "we currently can't determine why the ads are not running.
So, after little bit of reasearch found that recently google has changed some policy for risky businesses. Now account is going in to review automatically whenever we are going to add new copyrighted brand keywords into our campaign. Its not because of the billing address or billing verification. So, guys tech support is quite hard to run on google now. Pm me if someone has any solution.

Actually, now a days when adwords go under review (manual review) it doesn't show that it is under review but says "Can't determine why your ads isn't showing" .

Hey guys,
When I finally figured it out how this works and ran a few succe$$ful campaigns the vcc's are not good anymore. When I make a new account google says, you cant use a prepaid card. Does anybody know a solution for this, or a good credit card provider ?
I tried to google for some cards and found a few websites but .. boy they look like scams from a mile away.

It's In Review wait for 2-3 Business Days

It must have gone for manual review. Every time you make bigger changes to your account(specially when your account is new), it will sent for manual review and will take around 3 business days. If you are using cloaker or anything that can be busted when checked by human, then make sure to disable everything until your ad started.

Usually this is a review. And yes, they've stopped showing an "Under Review" message now, just like Bing ads.
