not 100 % true , i think some ISPs block port 25 and need justification before they allow it even residential

No. Lol. Most proxy places have port 25 and a couple of others closed to prevent abuse. Some will open it for an additional cost and there are some who sell them open obviously, but it's not as straight forward as just buying some residential proxies and then all of a sudden all ports are open.
