Yes, the days of automatic link building, via SENUke, GSA SER etc are over. Much better to build high quality manual links using a guest post outreach service on link baiting type methods. You can find sellers in the Martketplace under the SEO linkbuilding section who may be able to help you.

Manual link building is much better as it obeys the search engine rules like relevancy and good quality indexed websites.

I agree that PBN or guest posts would be a much better and targeted choice in making backlinks these days, as the quality churned out by automated tools, simply isn't on par and does nothing these days in terms of contributing to the site's overall link juicer/power.
But I'm not saying that automated link building isn't working at all - just that the effort to get a good link list, and the amount of money that you have to pay to get good captcha solving, good email, good written content, they all add up to a lot of money in the process.
