are free web 2.0 backlinks still ranking sites?

i just discovered a site in the SERPS that is ranking high for some keywords.

i found out he has built a massive network of free web 2.0 sites with backlinks to his site on places like:

wordpress.com
my-free.website
sitey.me
zohosites.com


is that strategy still working today?

yes, it 100% is still working. I have a site ranking on the front page, even in the #0 spot, from nothing but shit loads of new web2's and a handful of strong web 2's from @Nargil.
