I have a website, it's a blog on which I talk about a lot of arguments including science, news, innovations.

I have amazon affiliate in the blog

Well I want start a youtube channel to increase the visits to this blog

The questions are:

1) How do I rank a video on youtbe those days, without blackhat, fake wievs?

2) Should I put the link to my blog in the video description OR in the video (at the end of it)?

3) Let's suppose the youtube channel is a channel in which I talk about various arguments, well which tags / meta tags do I need to use in the video in order to rank it?

4) What are the parameters that do they let rank a NEW video in youtube?

What are they? A lot of visits? A lot of comments?

5) The 2018 FIFA world cup is coming.

If I make a video and in the tag I write ''FIFA WORLD CUP 2018'' WILL I have more chances to rank?

What you could do, is lead people from your category-based Facebook groups. And then comment like... "I just saw this video <link here>, what is your opinion?" pretending it's not you.

Do you make the video related to FIFA information or just a title to FIFA.

are metatag and all the other stuff inportant for Google?
How does youtube rank a video? Which metric does it use?

i think order marketing practics, such as instagram/facebook engagement, posting on forums, publishign content on your own site, etc., and, maybe, even YouTube adwords, would be a good tactic for you

We do also have a lot of youtube channels based on different countries and we are still not successful in all of them.

1. IMO, youtube works on 70% content and 30% SEO. If you have a good enough content then people will automatically like, comment, share and youtube will trigger this video on top positions. SEO plays an important role as without relevant tags you will not be able to maximize your video potential.
2. You can do that, there is no harm.
3. All the tags, which are related to those arguments. Possibly get a good software which will help in determining the relevant tags.
4. A good content and a good on page SEO. Your true feedback will be your audience. If your video is good then you will automatically see a spike in engagement. And to ensure that a new video is visible on youtube, do good SEO.
5. Obviously, if your video covers FIFA world cup stories, then it is a relevant tag. However, you need to check your competitors which means the number of videos made on the same tag, videos made on the same title etc.

do paid likes help to rank? Paid comments?

HR VIEWS LONG VIDEO = HIGH RANKING
edit:
missed a certain part of the post

It depends upon your purse. If you have enough bucks to buy then its fine but ultimately it is the content quality which will reap benefits brother.

You would optimize your videos for search engines just like you would for your page on your website. Work on subscribers, rank for low com keywords on google for your video and create quality content that people would want to share.

even you can make video easily with PowerPoint, create your video with some helful content then add sound and then upload it on youtube, you dont need to know about tag or description by other, you will be able to use your own idea on it when you will get start with your content. and yes you can put your link in description.
your visitor will be increase randomly when you upload some number of video with good content.

In my opinion, you can rank videos on YT when the video is fairly new - the new submission would be given a brief spotlight respectively, when someone searches for the related keyword that you have entered onto the search bar.
Well the more views your video gets, the better, and that would rate how important or exciting your video is, and that should be one of the ranking factors respectively.
If you have social pages, you can promote your video there and try getting views, and that would be a legit way to do it. Otherwise, you can buy paid traffic to bump the views as well.

so the video with a lot of likes and comment rank better than the other ones?

I would like to rank IN THE YOUTUBE HOMEPAGe....

How youtube finds out about like botz?

do paid likes help to rank? Paid comments?
Youtube is based on many parameters, mainly video retention meaning how long people are watching your video, how many minutes a person watched your video. That's why comedy and music videos are most popular since people replay them again and again. Apart from watching if a person is liking, commenting, and sharing, watching your video again, all these things matter. So yeah good content = more people will watch = higher ranking = more views.
It's all connected, SEO may help but only upto a part. If content sucks then SEO can't do anything.

If I make a video and in the tag I write ''FIFA WORLD CUP 2018'' WILL I have more chances to rank?
Don't even think about putting FIFA WORLD CUP 2018 in the tags and hoping to rank.
WHY? Because of the high competition, plus you won't be even having any base audience since it's a new channel. Youtube will obviously rank a channel with 1M subs rather than a channel with 0 subs. They have solid base audience that watch their whole video, likes it before watching, shares it and comments "FIRST!!", "NOTIFICATION SQUAD!!" lolz.

You should do some KW Research and compete for only long tail keywords, there are tons of guides to find long tail keywords with low competition. Yes they do have less searches but if your content is good then people will watch and more people will join. Becoming successful in one day is logan paul things, it does not works that way for most people. That guy got over 10M subs in under a year but most people celebrate their 1K subs after their 1st year. The key is to stay active, have patience and build a stable audience.

what about if I pay for subscribers?
Should this help?
Does Youtube recognize paid subs?

Yeah subs matter.. but not subs that are not active at all, and most of them will unsubscribe or those who don't unsub will mostly be bots. Buying subs won't help. As per you said how youtube finds about like botz? It's pretty easy, youtube AI is smart enough to tell that if hundreds of people are liking your video in the first second of opening not watching it for even a sec, not subscribing/commenting then they know they are bots and can help in getting your video DERANKED! or even worse BAN!
The only method that works is the unlisted method for youtube ranking, i've heard of many people ranking with it. You should try it, might work/ might not work. It's up to you how you implement it.
As per buying likes is only good to build some authority, a video with 10K views and 3 likes may look really stupid. So in that case with 10K views 100 likes look pretty dope

if order to drive large amount of traffic to your blog from a video, the video content must be interesting and used as a teaser to your blog post.
let's say you want to aim very high and get audience that are searching for a related kw to "FIFA WORLD CUP 2018" subject

a. you need to do a research and find long tail kw that related this will give you the search volume and idea to your blog post
for example "how to watch FIFA WORLD CUP 2018" or "watch live WORLD CUP 2018" ect.

b. so you have now the idea about the blog post "How To Watch FIFA World Cup 2018 Live Online Free"

c. your video need to be about that, where you show how to do it, and just say that all links to the streaming sites will be on the link in the description below (your blog link)

d. do a real research that will give your audience at the end what they were looking for links to streaming sites along to your amazon video prime / amazon fire ;)

e. now you can start ranking your video for long tail kw related to your post (you can use many videos for that matter)

Good Luck!

You can share the website links in the description or watermark it to the whole video.
And also, you can share your YouTube link everywhere, on your website or other social media.
