Hi, wondered if anyone can let me know how this same person can have a site for multiple towns in the UK, the content is obviously spun so I assume there is some sort of software involved, also I m interested in how the URL is structured, are these sites subdomains or something else?

How not? Looks that way to me - they've simply registered several domains that all follow the same naming convention. They're not sub-domains, they're unique domain names.
 
They are not subdomains, but main domains registered with different towns etc.
 
Theres actually like 5000+ of these sites, I cant imagine theyre separate sites. Really?
 
If you have a good dev it's quite easy to set up these kinds of servers. Personally, I think from a SEO perspective it would have been more value to build one site with /$location because in the long run the larger amount of traffic will justify the name not being in the domain
