Is my domain penalized or not?

I have bought a new domain a few days ago. I found it is a previously owned domain to someone else. But there are no cached pages or any archived pages. And there are 19 pages still in google index.

Now I'm curious if it was penalized or not. Please, someone tell me how to find it?
I already wrote my content and published on the website. I want to remove all previously indexed pages :(

check the backlinks on Ahrefs and if it's clean or none then you don't need to worry about it.
 
You still have 19 pages indexed in Google. You're still doing good and you still don't have to worry about it.
 
Pages being indexed means that the domain does not have a manual penalty, but it might still be retarded and unable to rank.

If you do not have a prior experience with how to determine it, just put it into GWT and take a look.

Imo, it should be fine though.

Just scan through the site's link profile and see if there are any spam links built by the past person - if none, then you should be safe.
If there are spam links, either disavow or most often, you can simply ignore these links, unless if there is a manual penalty - but most unlikely.
Otherwise, links are still links, and it should offer some form of link juice back to your site, oneway another.

Agree, and this is a good sign, at least for me it indicated the domain didnt de-index by Google...

So, this is what Ahrefs showing me. Only 2 backlinks and 2 referring domains. And those two are blog comments on blogspot blog. Also, they have left in 2017 July. That means the previous owner used the domain until recent.

What should I do to the indexed 19 pages? As they are pointing to 404 error page. Will it effect bad for SEO?
