Because they're either idiots who don't know how SEO works, or geniuses who know exactly how it works and have some tricks up their sleeves.

Forums have tons of posts and therefore a lot of juice. Also, some seos think that since they are more "niche related" people generated groups of human gathering so they have a higher value.
