Yes it certainly would, but it depends on alot of factors. From where you point the links, your content on the app store and alot more.

Great, thanks. I'm aware of standard SEO practice, i just wanted to make sure it all translates over to an app download page.

If it is the app store page listed on the search engine, then yes, pointing good hq links would definitely help that app store page rank well on the SERP.
But if you were referring to the app store page ranking on the app store, then that is different altogether, as the app store is utilizing a different algorithm in ranking your app store page on their site instead, such as the number of download for your app, your app popularity, relevancy, etc.
