Let's say I start a web 2.0 separate from my money site. It'll be just 1 site that is in the same category as my money site but a bit unrelated. I would build this web 2.0 just as I would my money site and so it'd be packed with content and look natural to Google. Since they're both under my name, would I be penalized if I link back and forth to it?

I wouldn't link back and forth, but link just to the site you care most about. If It's a quality site that Is related, linking to a related site you own Is not an Issue. I have done It and still do, and have not had anything negative happen. If It's relevant to the user, you're fine.
Now If you start going crazy creating sites, all linking to other websites you own without covering your tracks, the big G Is going to see this as sort of a PBN.

Thanks man that's what I figured. I did some research on my number 1 competitor and it looks like he has backlinks from web 2.0s with only 1 post and 2 links. 1 link points them to their main money site while the other links to another web 2.0 and so on and so on. The posts are all spun content so it looks fishy to a human as it is, I can imagine Google. Not sure if this is the route to go because having to cover your tracks and manage tons of accounts for web 2.0 has to be time consuming.

Make the web2.0's like a real amateur blogger would, that does not have SEO in it's mind.
Talk about something related to your niche. Make a couple of posts, let the blog index and then put a link to your website.

It's possible, but it would be a bit too problematic. Just avoid having duplicate content, just to make sure you'll end up with clean records and that you won't get penalized.

If he is linking to his site and also to other Web 2.0s that link to his site there is a serious chance he will get nailed and no longer be your competitor.
I'm a huge fan of Web 2.0s as part of a backlink infrastructure and I believe that a one page Web 2.0 is fine at first but that they should be nurtured some as time moves forward so Google sees them as relevant to pushing your site to the top.
Managing a ton of Web 2.0s can be a bit of work but that is why VAs are hired on a regular basis.
Thanks for your input. I just decided to build three tier 1 2.0's which will eventually each have 30 article each. Eventually, I'll build 3 web 2.0's for each of these tier 1 links and then just learn GSA to blast these tier 2's with cheaper/spammier links.
