Few questions about CPA

I have website model where the same users will visit repeatedly. I am thinking to promote CPA offers on the site. I have a few questions:
1) Will the CPA companies pay me when the same users complete the offers everyday?
2) Can I promote CPA offers from multiple companies on the same page?
3) How many offers completed by the same user is eligible for a payout?
