I would like to build a website with a tons of files/resources for downloading.

I have found some network:

Cloaking: Linkbucks, bitly, adfly, shrinkearn, filecrypt

Popup: popads, juicyads, openload

Banner: mellowads, Yahoo Bing Contextual ad, ad-maven

CPA: sharecash, cpalead, adscendmedia

PDD: nothing (seems this kind of network is dead?)

Am I missing other great reputation network? Please suggest to me.

This sounds like a concrete plan, but you should build a great website first before thinking of monetizing it. With SEO, plans and strategies can change in a snap of a finger, so it's best to take one step at a time.
