There are several tools that can automate linkbuilding. GSA is a popular one although I think most people use these links only for Tier 2/3. If you want to create Web2.0 links RankerX does a better job at that than GSA.

If you wanted to build and automate/scale such a pointless thing.

1. scrape up a historical list of PR9 domains
2. live check
3. drop catch (the dusty old shit domains long expired and holding this totally irrelevant metric)
4. Build out any playform you like on it
5. Create 1 user account on it with GSA then close registration
6. hammer the fuck out of your pointless dead metric waste of time site
7. Sell these links to the infinite meat grinder of noobs
