the op sent here a livestream video, when i checked it it was ranking at the kw i mentioned above

Its not banned, the user removed it by himself, he ended the stream. And no You cant rank with only views, i dont know what its about, i got few thousands views on my livestream on a channel with 90.000 subs, and couldnt rank.

trust me i tried it many times, you only need the correct views for that to happen, i'll prove it to you very soon
