Use keyword planner without campaigns?

You do not need to pay.

First, install keyword everywhere Chrome extension, register to get an API key, okay done, go to Google keyword planner, the search numbers will show. Enjoy it.

(you can also bulk upload keywords to this extension, easy to learn)

That might only give you crappy estimates for search volume "10 - 100" or "1000 - 10,000" rather than the actual figures.

Yes you can use the keyword planner without creating any single campaigns. Then you can use the keyword planner, In order to use the keyword Planner click on "Tool" then select "Keyword Planner". Finally you are able to access thekeyword planner.
