In my experience it's not that important, but I usually send social signals during the same time as my link-building takes place as a means to justify the links.

I'll send them to whatever page I'm trying to rank. Someone can correct me if I'm wrong, but I don't believe you can hurt yourself with social signals, so don't worry about being "safe" or "unsafe" with social signals, you can send them to any page without having a negative impact (otherwise people would be using this as a Negative SEO Strategy

Its actually a good ideea....it tells G ur website is providing value for its users hence the shares...i've ranked some site only with social signals and ctr manipulation.

How did you end up doing ctr manipulation?

its only necessary if you plan to build many links to a newly published page
otherwise ive seen no effect
