Youtube Monetisation (need to wait 1 year?)

Im waiting since 2-3 weeks for that and youtube say this :

I am saying that I would be extremely surprised if you're approved because you bought the views and subscribers. YouTube know that there is a huge problem with people buying views and have been improving their algorithm for years so that they can fight against those who try to game the system. Do you really think that they wouldn't expect people to try and buy the views and subs instead of gaining them over time? I'm saying that you're best off not waiting around to be approved, because you will likely not be, and work on something else instead of wasting your time on hoping that this method works.

Then u might have noticed the consiquitive changes over YT from the nov last year.
The algorithm has changed almost upside down if the past few months
Now a days they review each and everything manually
One of my channel didnt get eligible with only 20 prcnt view sources that was indirect of origin
