Twitter User Scraper by the last MINUTE they have posted something?!

As the long title explains, I`m looking for some kind of way/tool/technique to scrape Twitter user IDs based on the last they tweeted by THE MINUTE not by days.

For those of you who dont know there is a website called Tweepi and they scrape people based on the last time they have tweeted but its so exact that it scrapes people who tweeted 30 seconds ago.

Why is this important? Because the follow back ratio for people who have barely tweeted is MUCH more greater than people who have tweeted a day ago since they could be getting other 20-30-50 follows in a WHOLE day making it really hard for them to see my accounts.

I already have the bots, I only need the ability to scrape by the minute or even better by the second so I can follow them right away. Is there like a way to scrape users from Tweepi somehow? Their site is great but only allows for like 100 follows every day.

have noticed that many social accounts are doing this, but instant follow is rare.
you can try running a bot software like somiibo search and follow, don't know how good that will be for this use, but you can try. that tool available in the marketplace.

Well, not necessarily instant but I`d like to follow them in a 2-5 minutes span while they are still active on their phones or computers so they can see the notification and follow me back.

BUMP. Anyone? Any ideas? Maybe a way to scrape the users from tweepi directly? Then create a txt file or csv
