Just for curiosity, why do you want an Affiliate Account for my country?

Real answer: You can't, unless you have all legal documents by hand.

When I registered mine, I had to give a lot of documents of mine in order to submit the request.

I hope you find a solution for this, I'm Mexican myself and I don't think/know there's other way, but my best of luck for you
