Do Follow backlinks should be indexed! Quality matters rather then quantity.

My suggestion is just Do it Manual Tier 2 & 3 back links by hiring some one or team.

GSA is a great tool and its developer is extremely dedicated and smart guy. I used it in the past for several years as one of my main link building sources, but since a year ago I stopped using it and switched to PBNs only. While it's a good tool, I simply realised it's not a spam game anymore with Google. It's much more easier to rank with some good quality PBN links than waste time and money on spam and see rankings go down.

Personally, I use a VA and Buzzstream and it works for me, although a little expensive compared to other link building tools.
