Are free manual backlinks still usable?

I have site with game hacks. I was using automated backliks for a while but it didn't work properly, so i switched to manual backlinks. I know pbn works very well, but is there any alternative becuase i have done some amount of manual backlinks(not profiles, but forums and web 2.0) and my page still is lower than spam links like jeuxvideo or change.org. Even, manual backlinks are dead...

Have you boosted those web 2.0s with anything? Like T2 links or other manual links? Are they indexed? Web 2.0s can bounce in and out of the index, so it's important to resubmit them when they do bounce.

You will not gain much with Tier 2 links. You need authority links from high DA news sites and niche sites. Plus you need to focus on branding as well.

T2 will help strengthen the T1. Manual backlinks are definitely not dead but if you're not seeing results for too long you'll have to go the PBN route. It really depends on the keyword also, hopefully it's not a lost cause.
