Article Published - Before Building Do-Follow Links

Hey everyone! After publishing a new article on my site, what should be the next first steps before doing outreach and building high authority links?

What my knowledge tells me as of now is to post the link to all social properties (fb,twitter,pinterest), build some blog comments, build some web 2's pointing to each article, then start doing outreach to high authority sites? Is this pretty much the basic steps you guys all do?

Yeah you are right in basics but there is nothing like you need to do it only after you publish articles. if you do that for that specific articles, that is also valid if you wish to prioritize that article to rank first
This should be done on regular basis for your overall domain (includes homepage as well internal url)

So submitting the same articles on all social properties more than once every month or so? Is this not a bad thing to submit the same article link on our social accounts more than once?
