How long to learn new language?

It is, at the beginning. This may sound weird, but I really recommend watching Cartoon shows in German to learn how to pronounce properly.

I think you mean vocabulary by that, right? Maybe you should focus on Grammar first.

More than anything I think it really depends on the language you want to learn, for example, for an english speaker it would pretty hard to learn chinese because you would have to learn a whole new alphabet, way of speaking, words that may not even exist in your own language, etc. On the other hand, if an itallian speaker wanted to learn spanish, it would a lot easier because they are both Latin based, and most of the vocabulary is similar - you can kind of tell what their saying because it sounds like what you would say.
To sum up, if you want to learn something that has nothing to do with what you already know then it's probably gonna take a while, but with the list you made I think you'd get there more or less quickly

Ps: I would also watch movies and series in that language or at least with subtitles and use apps or things like that to learn more.

It depends. If you do everything you've just said, then I think a year and a half would be enough if the language is not too hard. If it's complicated (for example, Hungarian), it will take longer.

Nothing will make your language skills improve more than being immersed in it. So the best thing is to move to wherever you want to move to. The second best thing is to do as much as possible in that language. Watch TV shows or movies with subtitles in that language, check the news websites of the country where they speak it every day, etc. Get familiar with it, get a feel for what the most common words and phrases are. There is "grammatically correct" and then there is the "everyday lingo". They're not always the same thing. Good luck!

Try to communicate more with the people who speak the language you are willing to learn. Pen and Paper are secondary when it comes to language/communication.
