The problem for cloaking tools is that they leave footprints that can be reverse engineered. The more people that use a cloaking tool, the more likely networks can pick up on it.

Some of the media buyers I know who run 100% blackhat have hired programmers to write their own cloaking tools.

Im making my own cloaker, testing it right now on IG. I cant really think of footprint it can leave. All is on server side, nothing is displayed to bots. Weak part and future of cloaking is in something different.

It's more the cloaking page and how it handles the redirections. Information is sent out and it's how this is handled that the bots see.
