Yes this is the another filter module...that is bot detection, then IP and then TimeZone, so fpr Geo Cloaking these 3 facters are res[ponsible and except that One more filtration is OS IP should match. Then it will real Geo Cloaking

Usually link URL cloakers block bots, send them to a safe page, while the regular users are sent to landing page.

Question: Is it possible to block/send USERS from a specific country? and send all other users to landing page?

Yes we can block through Geo location like country, city etc and send them to safe page or vice-versa
