Once on page SEO done perfect, I will start my off page SEO with diversity.

If your site is live you can slowly build links at any time. Getting results takes some time. PR will give brand awareness, not sure whether those links stick longer.

Don't go with PBNs straight away. Get some diversified links before you proceed.

Also link buidling strategy varies depends on the site your promote. If you need any help you can message me.

Work out a plan of what your going to do every week for your SEO,
break up all the aspects, and then take a look at the BHW marketplace,
see if you can find a seller that meets your work commitments,
and what you want to accomplish.

Make sure you are working with a decent site though,
and that you already have organic traffic from google,
otherwise do some basic social media promotion first.

I tend to start Off-Page after perfecting On-Page SEO, but it really depends on the nature of your niche and your website

For new site start backlinks with from high quality niche related traffic blogs and listing your site in local areas. Then promote your brand in social media and do a press release for branding promotion.

After that you can go with PBN and Diversity links.

You can start off page seo when you done all your on page seo. But don't overload while creating.. Just increase your counts day by day and using whitehat. Quality is must.
