Can I ask you what your experiences are with CPA? Since you don't know what it is? Actually, I've never used the CPA methods on this website outside of normal PPC CPA through Google and my own creativity in market spaces on the internet. I have a full understanding of how it's used by people on this forum. So I'm curious what exactly you are doing to facilitate those CPA opportunities if you are not successful with them.
Heres a few things I know.
I've built a fake(real) company, for ... let's just call it Shoes. It's called, SHOE MOVERS INC.
I found a dead domain name, one that has many many backlinks, domain authority, a decent search volume, and not many renovations needed outside of the Internet Wayback machine. There is a way to automate this but I won't get into that.
Now after moving over all of the old content once used on the old domain, I add my finishing touches, Adsense (Monetization that can earn your $1 per day), Analytics, Search Console integration, Sitewide Meta-tags for keywords and descriptions, create my own network of powerful backlinks and then I'm done. Next website.
I started 'SHOE MOVERS INC' (this is a fake name), 30 days ago. I've had 1,000 website visits with $0 spent on marketing. EVEN THOUGH I DONT REALLY SELL SHOES THIS IS A BULLSHIT WEBSITE. The real money spent was the $10 per year for a domain. That's not marketing that's business overhead. Either way, I spent $0 on marketing. But remember, that time is your worst enemy, and very valuable. The faster you can do things like this, the more money you can make.
Shit my most important thought (EDIT): CPA... So now that you've had 1,000 visitors to your website, OH BOY! Call the CPA companies listed on this site, and say, "Look mr. business guy, I get 1,000 visitors per month. For a price, I'll put your ads up and you'll be seen by (X) amount of people!" This is essentially the idea behind getting paid with CPA outside of normal markets like I do with Google. This would be more like a private CPA opportunity from SOMECPA COMPANY INC.
Don't just find any dead backlink to do this for. Make a real business. Do you want powerful backlinks? (Sorry edit again I left this out I've been drinking.) ; Sign up for legit sites like Yelp, Angies List, Thumbtack, Google Plus, Facebook, you don't need to go crazy. Look up a bunch of companies, you know who's on the front page if it's not their own site? Their page, on Yelp, Angies List, Thumbtack, Google Plus, Facebook....... Get listed on these, backlink to your site, and let the SEO gods take over.
Stop overthinking this. Instead, make a real business that you think is profitable. Find someone to answer phones for you, or do it yourself. Strictly give that person a script to follow, to book or convert a lead into a HOT or WARM lead, and then close the sale yourself or again hire someone to do this. This is how you run a business without being phony.
