I see that there are a good amount of threads on the marketplace, where people are selling all from social signals, to PBN and already ranked sites.
My question is, who and what you would recommend, as being the best SEO provider available?
I'm looking to find someone, who can take on some of my micro niche affiliate sites, and be responsible for everything regarding SEO (Except on-site optimization)

Of course. I've been in the game for many years, and I have full control and knowledge about the onsite part. I just dont have the resources available for doing the linkbuilding part.
