am i getting negative SEO'ed?

About once a day I am getting a media embed from dr 0 sites like these:
http://www.spdacademy.us/interior-design-amarillo.html

all .me or . us etc.

All sites .. now like 30 of them all look exactly the same.
They all link out different articles and different sub pages too.

Is this someone doing negative seo?
What are these sites even for?

No not neg seo, just a technique used by spammers to fill sites out with content.

Remove image hotlinking.
