Can I be More Agressive With German Site

I am building foreign SEO Niche site in German Language. I have been cautious for my American Site with web 2.0s etc. Can I be agressive with my German website and start linking lots of web 2.0 to my money site and maybe purchase good quality PBN links for it with less of an issue than American Niche site. I hear manual reviews are rare in foreign SEO and you can be much less careful. Any advice would be great.

Yes you can be. Algorithm outside US market is still fairly primitive. But I wouldn't force it anyway. You can get away with more, as in, shittier links, but I wouldn't push it with velocity much.

I have a theory that Google is more tolerant with foreign markets, because there's less opportunity to score a good backlink due to market being smaller. That being sad, less backlink opportunities mean, that the velocity has to be slower as well. Either that or algorithm there sucks dick and you can fire away.
