You can but you can't rank your site on google. Google will penalize your site for duplicate content. Your only way is to drive traffic from social media or other similar sources.

Yes. They will review your site after 1st sell you made.

If you’re site is not Ok, they will cancel your request and disable your account.

But you can create your account again after making quality site.

Bad Idea I would personally report such sites if I found someone copying my content. It will happen in your niche too so don't waste your time and focus crating original stuff and you will earn in long run.
