I think blackhat and scamming are different things.... We can do blackhat with other sites....

Umm... Dont think it would be a good idea here:
1- What was sold is a digital product (a questionable one too...), the seller protection policy only applies to physical goods I think.
If someone is a scammer, they dont let the money sit in the account for months either, they would either withdraw it, or buy something with it, or transfer it to another account. Usually, if the money is not in teh sellers account anymore, PayPal will not recover it for you.
2- Pretty sure PayPal will frown upon using their service for the selling of VCCs or PPC accounts. If you read their TOS, I can be quite sure there is something forbidding this. Complaining to them, especially if you used your "real" PayPal account to purchase from nehasood, will likely cause you more problems than it will solve, and in all cases, is not likely to get you your money back.
