I have tried goanimate and powtoon both are good. but in my point of view goanimate is best for character based animation. It provides custom based character creation according to your requirements. I create lots of videos and successfully delivered to customers.

I understand that you are looking for a cheaper solution but that isn't possible with these tools but you can go via another route.
Like go for a Groupbuy, I found some members in facebook selling Goanimate premium plans for $10 per month should be affordable in my opinion.

I second After Effects, In the long run, it provides valuable experience to learn the it. It also mixes very nicely with Premiere Pro.
