Including keywords into URLs multiple times

Guys, let's say I have multi-level structure of commercial landing pages. On level 2 I have URLs that include keywords with word "service". This section of the website is a category, that breaks up to smaller parts, each of those being a separate landing page, optimized for different keyword.

The question is - is it OK to repeat some words/phrases in URLs of pages that have different order?

Example: *domain_name*. com/product-making-service/primary-product-making-service

The page "/primary-product-making-service" represents a specific product that comes from the category "/product-making-service"

How not to be too spammy in the URLs? Are such long keyword-stuffed URLs considered "healthy" from Google's standpoing?

Looks terrible and while I do not have case study to prove it I think it should be avoided, always. Not to mention that is pointless as not giving you any value. Just see how it looks like in this example:
bestcasinoreviewsonline.bla/casinos/casino-reviews/mobile-casino-reviews/bet365-mobile-casino-review/ -> its ridiculous.

No, don't do it. It looks way better only if it's not repetitive, for example
domain.com/keyword-tutorial
is way better than
domain.com/keyword/keyword-tutorial or domain.com/tutorials/keyword/keyword-tutorial
Repeting your keywords won't add any benefit and looks unprofessional

domain.com/keyword-tutorial
is way better than
domain.com/keyword/keyword-tutorial or domain.com/tutorials/keyword/keyword-tutorial

Shorter URLS are better keyword stuffing in url is horrible for user experience and will definitely be treated poorly by google
