You need to have a paid membership - Jr VIP or Premium - then you can change your username once every 12 months.
If you've got a user name that's against the terms of use, then you'll be contacted and informed that the name has been changed or that you can pick a different one.
Having said all that, the username Elon Musk isn't against the rules. You can use real people's names as long as you're not trying to fraudulently pass yourself off as that person or it's used maliciously.
