White hat follows rules. Black hat follows a purpose.

Even Niccolo Machiavelli could say that.

Would that piss off some of those believing themselves as white hats?

Or

White hat follows others' rules. Black hat follows his purpose.

I'm afraid this would make a split between BH and "Others", so I'd drop this second version.

But, what about this third one?

White hat sticks to the rules. Black hat sticks to the goals.

I am seeking a tag line most people could easily agree with.

Right now I am realizing, it is not necessary to repeat BH in the tag line, hence it is repeated everywhere. And tag line follows a title anyway. No need for so many hats in a tag line.
