CPI fee at MENA

Hi everyone.

I am an affiliate manager of certain E-commerce company. Recently I've been talking with an affiliate network about the cooperation of CPI and we are new to CPI project. He offered me the fees proposal as this:
IOS: GCC ( UAE, Saudi, Oman, Qatar, Kuwait etc) $6 per download
Android: GCC ( UAE, Saudi, Oman, Qatar, Kuwait etc) $5 per download

I think that's too high, isn't it? We do our CPI campaign on FB with less than $1 per download.

Could anyone give me suggestion about that?
