Yes you can host a html page on a vps but if you're a beginner then you should go for shared hosting instead and not a vps.

I would suggest shared hosting service is fine for website with landing page. Just you will need to make sure that the shared hosting provider is providing 24x7 service, best technical support, minimum response time to resolve your queries with the correct resolution, best security setup and server uptime.

If web-host is providing all these then go with him.
