I don't have an answer to your question, exactly. However, I think it would be wise for you to think about building a business the other way around.
Start with an idea, doing it the way your trying to - thinking of an idea to fit a product/tool - is going to make your life way more difficult than it needs to be.

There is definitely a demand for sim cards out there. A couple of services offering digital numbers. Not quite sure how you want to work with physical sims

Because virtual numbers are being abused to an extreme, more and more websites start to be very strict with verification by those numbers.
A fresh dedicated real phone number could add more trust to an account. Account that doesn't change original email and has only a good number attached, seem to be striving better.
Buying Sim Card could be a dirt cheap stuff. But, maintaining and refilling them to extend airtime aren't. Not to mention a lot of work and time consuming thing like activating, putting them for signal, waiting for SMS etc and etc.
It could be not so tedious if needed small amountl but with several hundreds to thousands donnot cut it though.

yes they are prepaid sim cards have about 1gb internet and 1h calls local calls

I don't think so there a uk companie offer sim cards for free but you have to activate them with 10£ to start using them
