You can't really put a 'number' on a keyword, but KD is max 25.

Well you can. Which tool are you using to determine KD 25? Ahrefs likely shows this as 0-5 max whilst KWfinder would show 25, everything differs, so knowing your starting base helps me understand the difficulty using the tools I use.
